The picture to the left shows the parts that have been removed from the circuit board for cleaning to allow a more comprehensive inspection.
The cleaning process is involves at least four techniques starting with a simple "Q" tip and acetone to remove the humi seal coating and heavy electrolyte contaminates. This is then followed by a toothbrush and acetone to reach nooks and crannies, a circuit board has many. Exacto knives are then used to remove solder mask film in suspected areas. After the board is completely dry a toothbrush is used with dry baking soda. The soda is mildly abrasive and in addition to removing tarnish left by the solvent, it also neutralizes any acids left over.
The next photo shows the same board with the above parts removed and at the soda treatment stage.
